This is not a rumor; this is already in effect as of March 16, 2026. The administrative rules for how states hand out Commercial Driver's Licenses (CDLs) have completely changed.


The Big Change: You can no longer get or renew a CDL using just a Work Permit (EAD), DACA status, or Asylum/Refugee status.


The "SAVE" System: DMVs must now check a federal database (SAVE) for every single person. If the computer says you aren't a U.S. Citizen, Green Card holder, or on a specific work visa (H-2A, H-2B, E-2), your CDL gets denied or downgraded.


The 1-Year Limit: Non-domiciled CDLs are now capped at a 1-year expiration to match your visa. No more 5-year licenses for non-citizens.


Dalilah’s Law (The Upcoming Storm)

While the FMCSA rule is a policy, Dalilah’s Law (H.R. 5688) wants to make it a permanent Federal Law. It is much more aggressive:


The 180-Day Recertification Logjam: If passed, every single CDL holder in the U.S. (all 4 million of them) must go to the DMV in person within 6 months to prove their citizenship and show they speak English.


English-Only Testing: No more translators or Spanish/Punjabi/Russian versions of the test. If a driver cannot pass in English, they lose their license.

Lifetime Bans: If you drive while ineligible under these new rules, you are banned from ever holding a CDL again. Period.
